Any natural person who, for compensation or gain, takes a residential mortgage loan application, offers or negotiates loan terms, or represents to the public that they can perform these services must be licensed. This requirement also extends to independent contractor loan processors or underwriters and sole proprietors acting as mortgage brokers or lenders.
What are the pre-licensure education (PE) requirements?
To qualify for a license, you must complete 20 hours of NMLS-approved education. This curriculum must include at least 2 hours of Vermont-specific law and regulation. It is important to note that these courses must be completed within the three years immediately preceding your application date.
Which exams must I pass to be licensed in Vermont?
Applicants can satisfy the testing requirement in one of three ways: passing both the National and Vermont State components of the SAFE Test; passing both the National and Stand-alone UST components; or passing the National Test Component with Uniform State Content.

Yes. Every MLO must be employed and sponsored by exactly one Vermont-licensed lender, mortgage broker, or loan servicer. Your employer must submit a sponsorship request through the NMLS before your license application can be approved.
